The council received an 'excellent' rating for asset management and repairs, a 'good’ rating for housing management and 'fair' rating for services to homeless people.
The local authority was inspected between 22 September and 15 October 2008 over the three key areas.
Michael Cameron, Head of Inspection at the Scottish Housing Regulator said that the council had a number of significant strengths across all of its housing services.
Newly appointed Chief Executive, Colin Mackenzie who was previously director of Housing and Social Work at Aberdeenshire Council welcomed the report.
"This is an excellent report which follows an extensive and detailed inspection of the council’s housing service. The Housing Regulator has confirmed that the council has strong and effective leadership, which has embedded a culture of continuous improvement and performance management.
“Our housing service is one of the best in Scotland. There are areas where we can and will improve further and work has already begun to move these forward in partnership with our tenants."
The inspection process is a statutory obligation and aims to ensure consistent service delivery across all registered social landlords and local authority housing and homelessness services in Scotland.
