Glasgow City Council Investigates CPO For Egyptian Halls

Construction News Image
Glasgow City Council has approved the investigation of the use of Compulsory Purchase Order (CPO) powers to acquire the Egyptian Halls on Union Street.

The historic building, designed by renowned architect Alexander 'Greek' Thomson, has remained largely vacant for over 30 years and is currently in a state of disrepair.

"This decision can be a huge step forward for the future of the Egyptian Halls, helping return this fantastic building to its rightful place as an architectural treasure of national significance," said Councillor Ruairi Kelly, Convener for Housing and Development at Glasgow City Council.

A CPO allows local authorities to acquire private property for development purposes. Before promoting a CPO, the council must determine if there are other interested parties and consider any proposals from the current owners.

The council will now produce a Development Brief to evaluate any bids from interested parties for the reuse of the Egyptian Halls.

"This deteriorating building, located at such a prominent site is having a significantly detrimental economic, social and environmental impact upon the surrounding city centre," stated the council.

Despite numerous discussions with the current owners regarding the building's condition and potential reuse, there has been no progress on a viable redevelopment plan.

The council will also serve a repairs notice on the owners, using Building Standards powers, to address the deteriorating condition of the façade and parapet wall.

"Compulsory Purchase Orders (CPO) can be lengthy and complex legal processes, but this decision gives the council the approval we need to explore how we can use these powers to acquire the Halls and put it on the path to restoration and a full and proper use," added Councillor Kelly.
