Twenty-seven suppliers have been appointed to a new £814million Facilities Management Framework managed by procurement provider Pagabo, offering significant opportunities for Scottish construction firms.
The framework, which will run until January 2029, will be used by public sector organisations across various sectors, including education, leisure, healthcare, emergency services, and local authorities, to procure a range of soft, hard, or total facilities management services.
Named suppliers include CBRE Managed Services Ltd, Veolia Energy & Utility Services UK Limited, and Morgan Sindall Property Services, alongside a diverse range of other providers.
The framework offers a comprehensive range of services, including roofing, mechanical services, decorating, catering, pest control, and security.
"Lots 1, 3 and 5 included specific reserved spaces for SMEs in support of Pagabo's aims to consistently make its frameworks available to all levels within the industry," the press release stated. "Following the bidding process, 40% of successful parties are SMEs."
This framework provides a valuable opportunity for Scottish construction firms to secure contracts with public sector clients across the UK.
Jonathan Oram, director of frameworks at Pagabo, said: "While this framework is going live before the Procurement Act comes into force in late February, suppliers and clients will all benefit from the latest procurement best practice. The extensive offering that the Total Facilities Management Framework brings to our procurement portfolio here at Pagabo aligns perfectly with our overall aim across all our frameworks - to support a wide range of clients in providing value for money, while maintaining compliance.
"Over the tender period, we have seen significant interest in the framework and we're eager to see the well-rounded offerings by the appointed suppliers at work. This all goes to highlight the demand we've seen for a specific facilities management framework, and we're excited to see the framework, over the four-year period, make its mark, both for the clients that procure through it, and the suppliers that have been appointed to it."
This new framework offering provides both a well-rounded and a compliant procurement process, in line with the Public Contracts Regulations 2015 (PCR2015). The contracting authority for the new framework is Red Kite Learning Trust, for all eight confirmed geographical areas across the UK.
Steve Howell, chief commercial officer, at Red Kite Learning Trust, said: "This latest framework joins a number that Pagabo manages on behalf of Red Kite Learning Trust as a contracting authority, bringing the team's extensive procurement expertise to ensure public sector organisations procuring through the framework have access to the knowledge and resources needed. This all works towards delivering best value for every client – maximising every penny invested in the public sector."
In continuation of Pagabo's work to place social value at the core of all activity across its vast framework portfolio, appointed suppliers and clients will be able to access Loop's social value software for all Pagabo procured work, free of charge. Loop looks to comprehensively assess the social, economic and environmental impact of a project, as well as financial value.
