Both the private and social sectors experienced declines. Private sector completions were the lowest since 2018, while starts were at their lowest level since 2013. Social sector completions were the lowest since 2017, and starts remained at a 20-year low.

Despite the overall decline, there was some progress in the Affordable Housing Supply Programme. While completions and starts decreased, the number of approvals increased by 9%. As of September 2024, 24,382 affordable homes have been completed towards the Scottish Government's target of 110,000 by 2032.
