Glasgow City Council has approved a £400,000 pilot program aimed at revitalising the city centre's appearance. The 'City Centre Rapid Repairs' initiative tackles small-scale issues with a big impact on aesthetics, focusing on public spaces within the commercial core.
This pilot represents a new approach to public realm management, functioning as an additional layer on top of existing maintenance programs. Priority areas include zones surrounding transport hubs and stations, as well as key routes near office districts and retail destinations.
The project targets specific improvements like:
• Repair or replacement of pavement slabs, street furniture, and bollards
• Removal of flyposting, graffiti, and lighting stickers
• Street cleaning and other measures to enhance key areas
Funding comes from a split between city centre developer contributions and City Centre Strategy funding (£200,000 each). This pilot marks a novel way to proactively utilise developer contributions to address specific concerns.
The rapid response aspect focuses on smaller, neglected areas – typically not exceeding the size of a single street – that detract from the overall feel and potentially hamper investment opportunities. Recent public surveys highlighted concerns like vacant units, cluttered bins, uneven pavements, and a lack of greenery.
This initiative aligns with Glasgow's City Centre Strategy 2024-30, which outlines measures to directly address aesthetic issues. The Rapid Repairs pilot complements existing programs supported by the Glasgow City Region City Deal and Sustrans, filling identified gaps in service coverage.
Proposals for improvements can be submitted by businesses, commercial stakeholders, and even council services through the City Centre Strategy mailbox. The City Centre Regeneration Group will then assess proposals for eligibility before initiating rapid action.
The City Centre Rapid Repairs pilot launches in January 2025 and will run as a one-year trial.
Councillor Angus Millar, Convener for City Centre Recovery at Glasgow City Council, said: "We know that relatively small defects in the public realm such as issues with pavements and street furniture can have an outsized impact on the look and feel of the city centre. This new approach will allow us to respond more quickly to such issues where they arise to create a more attractive city centre for everyone and further support investment into Glasgow."
