Scotsman Developments Ltd has announced the next phase of their exciting proposals for the delivery of a mixed-use development at the former Madras College campus site on Kilrymont Road, St Andrews
Following on from proposals that have secured long term use of the former teaching and technical buildings at Kilrymont, the phase 3 proposals will include new state of the art, purpose-built student accommodation, with much of it focusing on the more affordable price range. The proposals will also see the safeguarding of a swimming pool and multi-purpose sport areas for the use of local residents and the wider community.
The College’s former Kilrymont site was previously marketed for sale by the Council for development purposes, including student accommodation. Planning Permission in Principle, which establishes the principle of development on the site for a mixed-use development, was secured by Scotsman Developments in late 2022. This included student accommodation, local convenience store, café and assembly use.
It is now proposed to consult on a potential planning application for Phase 3 of the development on the former playing fields. This includes student accommodation of around 600 beds; and the reuse and alterations of the sports hall building (including swimming pool) for community use, as well-associated infrastructure and landscaping.
A Proposal of Application Notice has now been submitted to Fife Council. This signals Scotsman Developments’ intent to submit a planning application following a minimum 12-week period of community consultation.
The proposals for Phase 3 are, amongst other matters, in response to the continued need for purpose-built student accommodation within the town, which should ease pressure on existing housing stock currently operating as HMOs, as well as safeguarding the long-term provision of a swimming pool for local residents and the wider community.
As a major development, it is proposed that there will be two in person public consultation events as follows:
• Event 1: Wednesday 7th February 2024 (15:00 – 19:00) and,
• Event 2: Wednesday 13th March 2024 (15:00 – 19:00).
At least one of these will be held in the Assembly Hall at Kilrymont, where there will be opportunities to ask questions of the applicant’s representatives and view exhibition boards. There will also be the opportunity at each event to make written comments/suggestions. A website will be established, and the events promoted in due course.
