A draft report of the strategy is due to be presented to the Transport and Environment Committee on 27 August.
The report will discuss the feedback received during an extensive public consultation which was conducted earlier this year.
If it is approved, the Council will carry out a final consultation before the full strategy is published in January 2014.
Proposals include:
- Improvements to the city centre
- Extending 20mph speed limit areas
- Developing proposals to extend parking controls on Sundays
- Piloting the closure of streets around schools at school start and finish times
- Consulting on options to improve air quality
- Developing a new travel planning service to work with Edinburgh's employers.
Councillor Lesley Hinds, Transport and Environment Convener, said: "Keeping traffic flowing smoothly and safely is necessary for a modern and busy city such as Edinburgh, and we also have to ensure that pedestrians are protected.
"The next five years is an important period for transport in Edinburgh, with the introduction of trams, encouraging more active and environmentally-friendly ways of getting around the city, and combining these services to create an integrated transport network."
